I know there are all sorts of vulnerabilities these days with different parts of PCs such as vulnerabilities with USB ports. I am traveling outside the US to a hotel that has a good entertainment setup. Essentially the TV in my room will have a few inputs below the TV to plug in HDMI and a few other inputs to run you laptop through the TV. Is this a possible risk to my laptop or is the VGA out a one way path?

No you will be fine, i would be more worried about the WiFi connection remember to change you windows network settings to public when connecting to any public or untrusted network even if it is password protected unless your connecting using a vpn..
