Computer goes into boot loop after new GPU is installed

Hey there Linus community, I've recently had a problem with a school PC while upgrading the GPU and I'm not quite sure how to fix it seeing as I'm a fairly new tech.

System Specs: AMD 4300

                         8gb of ram

                         Gigabyte Z78L mITX Mobo

The new GPU is a XFX1 PLS2. The pc allows for the bios screen to show, starts booting windows then crashes to a black screen.
