Where the heck did you see information saying this?  The only reason I bought an E5200/E5300 was the fact that one could get huge overclocks from them.

From an "official" standpoint they weren't designed to be overclocked. That's why they were locked... the Extreme Edition chips like the X6800 were the chips that Intel released that were expected to be overclocked from the perspective of someone who would purchase it.
