That very well could be the limit. Any settings in the program that allow you to adjust that?

Might be settings in your BIOS, might be one or more parts in your computer, could be your heatsink/thermal paste not being sufficient for the job, etc.

 

Unfortunately, you'll have to go through the process of elimination to find out what is causing the problem. =/

 

When my brother's system kept failing IBT, I spent a few hours doing different things on the hardware and software sides trying to get it to work, and it came down to a faulty RAM stick.
