Do motherboard power save features significantly decrease power draw?

Like my ASrock 990FX extreme 9 has "cool n quiet" mode which clocks down the CPU frequency when not doing CPU heavy tasks or something and also has other power save options.
Since when CPU is not doing any tasks, it's not(and can't be) consuming much power anyway, how significant can the difference on the electric bill be with such options enabled?
