As far as I know it's the Platform controller hub. 

 

Well to be pedantic it's the heatsink covering the PCH :P

 

But yes the 'big fat blobs' on the board are heatsinks/shrouds.

Which is why I was pedantic as I don't want him to go around thinking blobs/metal on motherboards is a load of PCHs :P
