Probably not since usually thats a keyboard only function, and is not reported to the OS.

What sort of system are we talking about here? Microsoft keyboard centre used to let you re-map what those keys do, if your talking about a laptop then no.

its an hp desktop keyboard that has an FN key on it

I doubt it, function is usually a keyboard modifier and the computer doesn't see it, if its just a basic keyboard which is not rebindable there is not much you can do

 

However you can create short cuts in windows and bind any function you want, for example I have Ctrl+alt + letter to open certain applications or web pages,
