Not always that easy. The GTX 970 reference is something you need to jump through some hoops to get (only available new from Best Buy new) and a lot of the R9 reference cards are hard to find aside from the 290 and 290X.

They should be available at any retailer. But depending on the card they may not have a reference cooler design. There will still be a reference PCB design though, if you jump on EK's cooling configuration site it should tell you which cards have a reference PCB :)

970 never had a reference cooler I believe. But most the 970's out there are a reference PCB.

 

Same deal with alot of R9 cards, they had reference coolers made for press samples and all that, but ultimately it was a reference PCB that was designed and vendors had free reign over what coolers to use

I get the OEM reference coolers in the pre builds though, that's done pretty often
