I wouldn't get a 9590... You can get a much better i7 for the same price. Also, I'd pick up a Dark Rock Pro 3 over a Noctua cooler

have a look at the noctua nh-u12s/u14s whic hare their slim, mid range coolers. They should clear the ram, at least the u12s should, and I wouldn't expect it to hang over any pci-e lanes as it's a pretty compact cooler.

The 9590 is an overclocked 8350, a 3 year old processor that kicks out a lot of heat and you can get a ton better performance from an i7. I also recommended BeQuiet! because my experience has been much better with them than my experience with Noctua

Good choices are the NH-U14S, NH-D14 and NH-D15.

I doubt the NH-U14S will be able to cool down the 9590's 220watt TDP.

You don't get that much better performance. My 8350 can run at 5Ghz (I don;t run it at that 24/7 because I don't want it to produce as much heat as it does at 5GHz) and I've pitted it against my friend's 4690K at stock clocks and his system beat mine out in gaming, video rendering among other things

 

(We have the same system other than CPU, Mobo, and case)

There's plenty of people running a 9590 on an H100i. 

 

NH-U14S offers the same performance as H100i, if not slightly better (in cases with good airflow)

Ideally i would like some sort of dual tower heat-sink, , if i were going to stick with single tower heat sinks i would just use a coolermaster 212 evo, but do you know if they dh 14 or 15 would fit spacing wise?

D14/D15 will likely block at least one RAM slot, so make sure you're using low profile RAM

i was thinking either the d 14 or d15

 

D14 will not fit with the RAM. And with D15 it will also be tight, fan needs to be set higher than that it normally is. U14S will fit but only in vertical config.
