Do adapters create input lag?

I'm using a no name DVI to HDMI on my rig (HDMI cable from my 280 to an adapter w/male DVI to connect to my Dell E228WFP) and was wondering if this was the reason I was dropping like 20 frames sometimes in Warframe when I have V-Sync on. The response time goes up to 23 and it really bugs me. 

 

Sometimes it even becomes peasant/slideshow quality.

 

 

DVI and HDMI both use the same video technology pretty much. There shouldn't be any frame drops because of it.
