First Build (Please Help

So i'm wanting to do a build that will run games like Crusader Kings 2, EU4, Civ 5, things of that nature at 1080p and an easy 60fps at max settings. What would y'all recommend my build consist of. I have a budget of around $400 - $600. The cheaper the better. All help is appreciated. Thank you!

not that bad imo, add ssd later on (its not really a necessity) and mobo is Z97 so cpu upgrade down the line will be easy :D

597$ before rebates. Includes os. Ssd just for os, thats why it's 32 gb. 500 gb hard drive cause can always just buy external drive or add another later and cheaper, 500 gbs should be good to start. Amd apu with high clocked ram will boost its performance alot. Can dual graphics with the r7 250 put in the build so another performance bump.
