Hyper 212 evo runs at above 30 decibels.. this runs at 17, don't really see how its odd but ok.

Apples to oranges. The NH-U9B is quieter but it is also much worse cooling. So the higher the load the more the NH-U9B has to work. Which translates into higher rpm, i.e. noise. The Hyper 212 EVO has a PWM fan so the system can dynamically adjust fan speed to to optimize noise vs cooling.

I said the cpu cooler was an odd choice because the part does not do that great a job cooling and it is a discontinued model. It's not a bad choice for a case that needs a shorter cooler. In the R5 there is sufficient clearance for a taller cooler. You might consider something like the Noctua NH-U12S instead if you really do not want the Hyper 212 EVO.

80+ ratings certify electrical efficiency. Not quality.

I don't know if you know but the lowest DB for the NH is 7 and the highest is 17, which is at max rpm. so it really wouldn't matter.

Huh, so I could take off the foam and leave the bituminous paperboard on and it shouldn't be a problem?

No, what I meant was that if you decide to replace the noise dampening material, you'll find the material from be quiet! to be difficult to cut into shape. You don't have to replace the original material if you isolate all vibrating parts (fans, hdd, etc.) from the chassis.

Yeah, I didn't think that the r5 foam was bad.. I'll keep this post updated when I order the parts and build.
