so i deleted a folder and i dont know how to get it back. it had family photos and videos on it. is there a way to get it back and how

Is it still in the recyclable bin?

if not

then then your fcked, by this point the pc has probbly been on and started overrighting over that area

and where is your backups?

what? 

there are ways to recover deleted data (the goverment uses it for like Pedos PC'a and stuff) however you wont be able to get your hands on this kind of tech

Thiers always a way, its just extremly diffuclt and the odds at this point are low

i just deleted it so there should be a way. not to be rude but instead of pointing out that it can be hard maybe give me some options.

as others have pointed out, Recuva can recover the data ... assuming it hasn't been overwritten yet. 

 

Using Recuva is pretty self-explanatory.  It even has a wizard for guiding you through the process. 

Let it scan the hard drive for whatever files you deleted (pics, audio, video, or just all files).  If it finds the pics, so much the better.  If it doesn't, scan again with a Deep Scan.  That can take hours though.

When Recuva is done scanning, it'll show previews of whatever photos it found on the drive.  Select the ones you want to recover ... and let Recuva save them TO A DIFFERENT HARD DRIVE OR USB STICK

 

I can't stress the capitalized bit enough.  If you try to recover to the same drive that the pics were on, you run the risk of overwriting files that still need to be recovered.  So make sure you save them to a different disk or stick first.  You can always put them back on the original hard drive later.

This was actually pretty much debunked on Reddit with professional data recovery experts doing AMA's.

They basically said that they use the same techniques, and if you've written over the sectors like a low level format, then its not actually going to be recoverable. Pretty much said what we see on movies and such is completely false.

 

But yeah OP, even data recovery software for a general user is not going to get much result. Quite often ive found that files are corrupt (like you might get half of a jpeg picture back), and also you will not have any file/folder structure usually, so you'll lose the name of the file and probably wont be split by folder if you had any sort of organization going on.
