Mockup/Wireframe sourcing

I'm trying to figure out if I should seek a graphic designer or a developer to do a mockup of an application I've been wanting to make.

what just a visual mock up? just a graphic designer is good for that

Yeah just a visual mockup with links and stuff, kind of just to browse through the functionalities of the application, it would kind of work like a storefront as well with a preview of all items before purchase.

You could try it yourself using something like Balsamiq.  I've used that before in the past to create ideas and communicate them with teams.
