I'm a university student in Japan, and since I have money left unused, I'm planning on building my own PC.

 

I've always been interested in building computers, but I don't really have much knowledge about them.

 

My budget is about $1,600US (JPY200,000) including moniters, keyboards, etc

The requirements are that I have decent graphics for HD video editing, a quiet system, and a impressive sound system if possible.

Hard to beat this, although I loathe to recommend a 970. Perhaps a 290x 8 gig would be better for video editing. Not sure.

 

Yes it would cost more, but it would be worth it IMHO

He should take aircooling like the 212 EVO and have spare cash for an audiocard or DAC. Aircooling will be quieter too if he gets a decent one.

About mouse and keyboard, I would not go with Razer... Their RMA is good, but their quality not so much. I would recommend Corsair for keyboard and Logitech for mouse. BUt the best thing you can do is going to a local physical store and choosing those peripherals that best suit you. It is convenient that you like the feel of your mouse and keyboard. 
You can get a cheap copy of windows in many other places, no need to pay 90USD for it. Check http://www.reddit.com/r/microsoftsoftwareswap .

Edit: i didn't explain my changes. Picked a better case, i like it more, as you have a dedicated GPU and you will be doing editing work, a faster CPU is a bonus, an Xeon is like an i7 but without the integrated GPU(also swapped the mobo). No need for over the top cooling on this beast, as it can't be overclocked, so an aircooler is fine for it.

:D I know right? I bought an apex raw... Im quite happy but now i feel i should have waited a month longer to save up for a mechanical.

i would go for a ssd instead of water cooling in my opinion.
