newer gen cards work with thermal limits to set higher clock speeds (-> more performance).
So the lower the temp of the card, the more performance you get.
The whole idea of aftermarket coolers is to get lower temps (in cases with good airflow)
Power delivery and chip selection is the same on reference boards though, but you eliminate one factor for a "bad" overclock.
