Streaming, yes. You could use Intel QuickSync (assuming you're using an Intel processor, of course) to lessen the FPS drops. Not sure about recording, never used it.

i can stream perfectly fine with my 770 and 4690k w/ 8 gigs

QuickSync doesn't effect performance. Recording or steaming, you're still getting all the frames your system can make.

Haven't used it extensively, but works for me.

I have, recorded 1080p/60fps/30k bit rate and didn't lose a frame in performance.
