I have an approximate build.

 

1. The budget and location don't really matter, because I don't live in a country with major currency, but it's about 700 USD.

 

2. Light gaming e.g. Red Orchestra 2, CS:GO, Men of War: Assault Squad 2, Battlefield 3/4, Call of Duty MW3, Sims 3 etc.

Also some programming and photoshop, and a little 3D modeling (nothing my current PC can't handle now).

 

3. One monitor, VGA, 1280x1024@75Hz. Plan to move on to one with HDMI, 1920x1080, but at a later time.

 

4.No peripherals. I am trying to decide between Win 7 and 8, pro or ultimate versions.

 

5.I am upgrading because my computer has had enough over the years, and is slowing down drastically.

My old rig is:

Intel Core 2 Duo E6650 2.33Ghz

MSI P31 Neo2 MB

Gigabyte nVidia GeForce GT8600 GTS 256MB

2GB RAM (2x1GB) 800MHz dual-channel memory

450W PSU s**t production

160GB SATA 2 HDD

 

I am looking at a build something like this:

1.Intel Core i5-4440 3.1GHz 4-core

2.Asus B85-Plus MB

3.Kingston 8GB (2x4GB) 1600Mhz 1.65 V with XMP (will it fit onto a 1.5V MB?)

4.Asus nVidia GeForce GTX 650 Ti Boost 2GB or Gigabyte nVidia GeForce GTX 650 Ti 2GB

5.Toshiba 1TB HDD 7200rpm

6.Cooler Master Thunder 600W (don't know if it's overkill)

 

I also want to know where can I save money, and where can I ugrade more, I need advice.

Certain stuff isn't available in my country, so PSUs like Seasonic are nowhere to be found, so are some types of RAM...

Word of advice, go with Windows 7. I've noticed some applications require hard work to run on 8.1.

Source? Experience, lived with it for around 2 years (I did upgrade from 8 to 8.1) and I think it is the worst OS so far. Unless you're getting a touchscreen monitor, do not get it.

Did you install a start menu with a program like StartIsBack and fix program associations? --that tends to fix most issues with Win8.1.

Id go for this one, it will destroy most games at 1080p and will handle 3D work fine.

And? I have always done that, Pretty much everyone else will recommend Intel, So i recommended AMD instead.

All great rigs, I think I'll option for the 4460 build, but the Windows question is still there. What about those free Win 10?

 

As for the 650 Ti, I don't know, every 750 Ti card I find has terrible cooling.

 

Is the PSU 600W overkill or?

It says I need ~380W.

This is not the Worst OS so far. I can say that Windows Vista is the worst OS so far created by Microsoft.

 

IMO Windows 8/8.1 looks great and works great too. and also If someone don't know how to use the Operating system, you cannot say that it is the Worst OS. It means you have to learn.

 

You can install the Start menu from Classic Shell it'll bring back the Windows 7 experience. Beside from this it works as same as Windows 7.

 

I'm running most of the programs without any problem. But your mileage may vary.

 

Using Compatibility assistant may solve the problem.

750 Ti's don't need much cooling. 

A decent 350w is already more than enough if you're going with a 650 Ti or 750 Ti but you should be getting a better graphics card and not cripple your budget with a 4460. 

Win10 is free to upgrade to and the technical preview is free to use. It's still pretty buggy.
