So Steam broken?

I bought Mass effect 1 and 2 off of g2a and for a while, Steam has been in another language. I tried translating the page but then the page gets cut in half, do you guys know what option I need?

Try finding the notepad that has language and change it to english

Thanks but the Steam software popped up telling my that I got the gift in English.
