Is there a laptop with a CPU that has any FM 2+ chipset cpu for around 200? I dont care about anything except for it being compatable with an FM 2+ CPU. It can be the worst cpu or laptop ever as long as it is FM 2+.

No there's no socketed FM2+ laptop. There's laptops with AMD Kaveri chips but they are not socketed.

Because then i can put an A10 kaveri in it. And the kaveri would be prime for cheap mobile gaming.

It's not possible sorry.

Are there laptops that would possibly have any chipset for other AMD apus?

Most AMD laptops use sockets, but upgrading is limited by support of the BIOS, laptop manufacturer, and cooling system.

There are plenty of people that have successfully upgraded AMD APUs in laptops (mostly Trinity to Richland for the better power management), but it's not worth it for the average consumer to take the chance of it probably not working.

If you want CPU upgrades, get a desktop.
