You CAN overclock on H81 and B85, its just much harder to do. Like others stated, Z87/Z97 boards are built to overclock.

An i3 is still the better choice. An i3 setup will run him $260~ and an i5 setup will run $350~. Both of which are WELL worth the extra money. Especially when it's being paired with a 980 ffs. 

alright, whatever, say what you will my opinion has not been changed. 

i agree they are worth the extra money, but the g3258 will remain a solid choice for a while longer. however short that while might be.
