Hello, recently I decided to buy a laptop, I don't need it for gaming (well it's not intended for it but. cough). I am buying this for general school use and light to medium content creation. My budget is $400, first of all are there any good price per performance in that range or would I have to extend my budget, please specify how much.

Regardless of what people might say; the budget for "decent laptops" begins at about $600-700. Anything $500 and under is bargain hunting with technology. You don't want to bargain hunt with technology.

I have finally moved to a desktop. Also my guides are outdated as hell.

I would agree with @D2ultima. Laptops are generally not really worth it for less than 500$. For that price point, a PC build would be a better option in terms of performance per dollar, so unless you really need the portability of a laptop, I would suggest building a PC.

I would agree with @D2ultima. Laptops are generally not really worth it for less than 500$. For that price point, a PC build would be a better option in terms of performance per dollar, so unless you really need the portability of a laptop, I would suggest building a PC.

A PC is only worth it at that price point if you already have keyboard/mouse/monitor already, even. A half-decent KBM/Monitor combo is nearing ~$150. 

I have finally moved to a desktop. Also my guides are outdated as hell.
