What is the best air cooler I can get that is under 148mm tall, that's the max my case can  accommodate. My processor is the fx 6300 so it needs to fit the am3+ cpu socket.

What case are you using?

 

Although at the moment I can't seem to find anywhere respectable to buy it in the uk, so I guess I'll have to wait

I'm using a fractal design core 1000 and my budget is £25 but at a stretch £30

I would go with a Noctua cooler

The u14s is pretty much the opposite of what the OP is looking for with a height of 165mm.

Yeah the  U14s is far too tall and cryorig seem to be on the same level as noctua in terms of build quality and silence as well as performence, but their 120mm cooler will actually fit in my case  and will undoubtedly provide better cooling than noctua 92mm model

Mind you the Noctua NH-C14 looks like a bit of a beast

 

Nevermind it's like over twice my budget for a cooler

It wouldn't fit. The NH-u12s is 158mm tall.
