Upcoming R9 370X will it be Brand new card or a just rebrand? (290?)

we don't know. All rumors.

I'm pretty sure it's using the new Tonga architecture that we saw with the R9 285.

 

Meanwhile the 380X will be using a tweaked version of Hawaii.

Yeah, same silicon as the 290X, possibly just binned better/improvements in fabrication
