CPU and Memory don't change settings

how do I remove the CMOS battery ?

There should be a tab around the CMOS battery(usually the holder). Pull it down and the battery should come out. Also, if that doesn't work, rewriting the BIOS to the CMOS chip is a per motherboard process. You will need to reference your BIOS installation instructions.

MB: ASROCK Z77 Extreme4

CPU: I7 3770K

Cooler: H100i

Memory: Corsair Vengeance 2x4GB

 

I tried OCing my CPU  after buying a new H100i, but for some reason even if I set the CPU to 3.9 it will do 3.7 even if 3.9 is set in the BIOS.

My memory is set to 1600Mhz, but it runs 1333Mhz

I have no idea what to do .. even if I run prime95 it stays 3.7 (I think that's the Turbo Boost) and does not go up !

 

I looked in Guides and all the settings of my CPU and BIOS are correct but the CPU doesn't change multiplier, same for memory

I've had this happen many times while overclocking, sometimes the bios settings get stuck. Resetting the Bios by removing the CMOS battery with the power supply unplugged or use the jumpers/button on the board to reset the bios settings should fix it. You will have to reenter all of your bios settings though.
