I can't shut down or restart my Laptop. Every time I do that, the windows OS will get extremely laggy at the point you can't do anything on it. Ex: You'll have to wait 30 min for the Laptop to fully boot. The only solution I know too fix this temporarily is to reformat. But I can't restart or shut down or it will happen again. And because of accidentally restarting it. I've already reformat it like 3 times so I gave up using it. Instead, I boot Ubuntu on a USB stick. The OS didn't damaged after I restart or Shut down.

So my question is what is the problem here? Motherboard's broken? Hard disk's broken? I was thinking that It's because of the Hard disk but I'm too afraid too buy new one. Please help and Thank You :)

you could use Crystal Disk Info to verify if the HDD is the trouble

this problem that you described is signs of HDD with a lot of bad sectors

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
