Screen flickering during Windows home screen loading

So... I got my new system up & running...

I built it all from ground up, except for the SSD, which is an older Kingston V300 SSDNow that I had in my older system (with that OS going on & all that)... after I put it all together, I just slapped that SSD on to see if it works and it did. I installed the motherboard drivers and kept on using it like that for about a day (couldn't get arsed to reinstall Windows).

Everything went fine, except for some hiccups every now and then (which would last for about 15~20 seconds)...

Okay, so I reinstalled Windows. Formatted the SSD prior to the OS installation...

Now. Problem. When the system boots up, after it's done spinning the 4 colors in the boot animation, when it's transitioning from the WELCOME screen to the home screen, THIS happens (it's a very short video - I'd attach it, but it's >2 MB).

I don't know what it could be. I got all the drivers from Gigabyte's website (for the motherboard), I got the latest AMD drivers (for the GPU)... I got everything.

PS : This is the second time I installed Windows. I did another installation just 30 minutes before this one, but I think something went wrong, so I started over. This didn't happen then... but does now... I don't know what changed
