Yeah I ordered this because I have free 2 day shipping with prime but I actually just bought some ek coolant off frozen cpu to replace this.

I've seen similar with Koolance. Some of the anti-corrosive and biocide has come out of solution from it sitting on the shelf. It's perfectly fine for you loop and will go back into solution as it circulates -- or you can just give the bottle a few healthy shakes and that might do the trick.

no liquid cooling fluid should EVER do that even just sitting on a shelf

That only means it's been sitting around a long time and will need to be replaced sooner -- one of the reasons I don't buy liquid from Amazon or from my local Micro Center -- so the fact Flatoutnos ordered new coolant from FrozenCPU should mean they are getting fresher coolant that should last longer.

coolant is supposed to have multiple years of shelf life

the fact that it has crap in it means its not something you want inside your loop, because it will deporit on the sides of tubing, waterblocks, and other components. It can also completely clog your CPU waterblock microfins.
