You won't break the PSU, you will just get a lot of BSODs and crashes under load

Only if the psu is bad. A good psu should just shut down when it can't output any more power.

I wouldn't recommend running 2 980's off of a 500w--I doubt there would even be enough pcie connectors for them.

If the system tries to draw way more power than the PSU can output it can blow the main capacitor. I've seen it happen with a platty-rated Seasonic before.

That may be true but a 980 sli shouldn't draw way more power.

Most quality PSUs can go up past their nominal wattage by ~10% from what I've seen. However, it's definitely not recommended as you're putting loads and stresses that your PSU was never designed for. At stock settings, you're borderline with a 500W PSU. But if you can afford 980 SLI, you can afford a new PSU.

Whether or not you can exceed what the unit is rated for will depends on the unit in question. A good PSU will have an engineering overhead. Some greater than others. For example, the Antec Signature 650w is capable of outputting over 800w while still remaining well in ATX specification. A Super Flower Golden Silent unit is a 500w platinum unit, but it can function as a 600w Gold unit (it is advertised to due so).

Of course, if it is an entry level PSU like the Corsair CX500, Seasonic S12II-B 520w, etc., I would not advise against it.
