The GTX 960 has GM206 just like the GTX 660 had GK106. They aren't going to cut down their highest end core that much (aside from GM210 which has yet to make a release) just to get a lower end card. And inherintly, GM204 has no VRAM issues, it has to do with how NVIDIA cut down the core. They faced similar issues with the GTX 660 Ti, yet no one cared then.

Does anyone think that Ninvidia used the GM 206 chip on the 960 because of the GM 204 RAM issue.

It isnt a Gm204 issue, it is a cut down GM204 issue, otherwise the 980 would have the issue

The 204 is the flagship chip, the 970 is a capped 980 (ram wise included), so no, the 204 has no problems with ram, its the 970's design. The 960 is a separate chip because the don't want to sell a 150USD chip for 200USD. They make a 75USD chip and sell it for 200USD.

 

(I completely made up the chip's prices, but you get an idea).

The ram issue is because they only cut a part of a module in the 204. The 206 is exactly half of a full 204, so they can make twice as many gpus per wafer than if they cut down a 204, it's a cost saving issue. One the GTX 970, 7/8 of the memory works at full speed regardless of how much it has onboard, it's not that it can't handle 4GB, it's just that it can only have multiples of 7 working at full speed.
