Depends on how you feel about your dexterity. Building an ITX system can be frustrating more so for a new builder.

The build is pretty much fine, if you can squeeze it in i would get an SSD the difference is night and day.

I'd say get a a ATX case a non low profile cooler and be done with it. Maybe once you're more comfortable with building your own PC you can try a ITX build.

kinda but a little big bigger is not a problem just needs to be easily carried

This GPU will be much better thatn the 970, or wait for the R9 390 to come out. If your budget can't make it, the build you already have is perfect. Personally, i'd keep the retail CPU heatsink, there won't be an incredible difference with the Noctua one)

Don't get 2x4GB, get 1x8GB, there is no noticeable performance difference in single vs dual, and you will want to upgrade to 16GB at some point.

 

The case is nice for a budget mini ITX rig, but I don't thing it fits this one. Have you considered going for something like a Fractal Design Node 304 or even a different style like the Silverstone RVZ01?

What I am saying is pay less

 

A 21" monitor around $125, a 23" monitor around $150.

I would go with the ASUS.  I was looking at it, but I did not like the $30 mail in rebate.
