So i formated my laptop to factory because it was cluttered and stuff. I have made a 100gb partition for Steam and have added it to Steam's library folders. I assumed when i go to install a game it would ask me where to install it. But it just defaulted to C: drive. I cannot find where i would change the default. Help?

nope not at all. it just starts downloading

 

Try removing the C: installation directory with the "Remove Library Folder" button there. Where do you have your Steam client installed? Maybe try installing it on the S: drive and see what it defaults to then.

Is your client installed in C:? Sounds like it is. Try reinstalling Steam in S:.

Yes, please try reinstallling. For me Steam always asks me where to install, even if I haven't created any other libraries.

found it, it involves manually moving steam...

  1. Log out and exit Steam
  2. Navigate to the folder where Steam is installed (by default: C:\Program Files\Steam\)
  3. Delete all of the files and folders except the SteamApps folder and Steam.exe
  4. Cut and paste your Steam folder to the new location, for example: D:\Games\Steam\
  5. Launch Steam
  6. Steam will briefly update and then you will be ready to play
  7. All future game content will be downloaded to the new folder D:\Games\Steam\Steamapps\
