So this 50" 4k vizio from Walmart says its 120hz. I want it. But I read somewhere on here that 4k TVs are 120hz at 1080 not 4k. And only 30hz at 4k. Is this true?

I don't know about this particular Vizio, but some other Vizio and Seiki 4K models are 30Hz at 4K and 120Hz at 1080

It emulates 120Hz I believe, and does 120Hz at 1080p. It uses HDMI 2.0 for 4K 60Hz.

If your device is not HDMI 2.0 (say an older Blu-ray player), it will be 4K 30Hz.

Also, you need content at 4K to even start.

So, so far, you can only use a computer to enjoy it. I am not sure NetFlix StartTV app of the TV will allow to playback 4K video (the few they are). I can't find any reviews.

That particular TV is true 120Hz which is pretty rare, most TVs use frame interpolation to "fake" >60Hz frequencies. But yes, the 120Hz will only work at 1080p, at 4K you will be limited to 60Hz (over HDMI 2.0) or 30Hz (HDMI 1.4a or below).

That particular TV is true 120Hz which is pretty rare, most TVs use frame interpolation to "fake" >60Hz frequencies. But yes, the 120Hz will only work at 1080p, at 4K you will be limited to 60Hz (over HDMI 2.0) or 30Hz (HDMI 1.4a or below).
