Im currently looking at the Sager NP8652 http://www.xoticpc.com/sager-np8652-clevo-p650sg-p-7795.html.

Its one hell of a laptop for the price.

1. Whats the response time on these 4k display laptops?

2. What are the response time on full hd display laptops?

I found this site contains the info on the panel they use. http://www.panelook.com/modelcompare.php?ids=21688,23360,18872

what the hell does 35 (Typ.)(Tr+Td) repsonse time mean?

3. Can gtx980m 4gb even run 4k games?

4. Lets say a laptop display has a 7ms repsonse time and im running a game on that machine, if i used a hdmi output to a monitor that has a 1ms repsonse. Does that mean im still experiencing 7ms or 1ms?

1 - Whatever panelook.com says is correct.

2 - They mean 35ms for the 1080p, but I'm not sure if that's the actual default panel for that model. For reference, my 120Hz screen is added in this compare alongside your others; and you can see its response time is correctly 5ms (as sub-8ms is pretty much necessary for 120Hz) http://www.panelook.com/modelcompare.php?ids=21688,23360,18872,14168

3 - It's a little close to a GTX 970/780, so yes it can. It won't do the latest unoptimized AAA titles at any kind of high settings and hit 60fps probably, however you can be assured it'll run older games at 4K with some settings (usually AA) turned off. And no, pixel doubling (running the game at 1080p and upscaling to 4K) does not happen. It interpolates for it, and thus will be blurry.

4 - It means you'll be outputting at 1ms. It's a monitor limit, not a GPU limit.

5 - Anyway, this http://www.panelook.com/B156HAN01.1_AUO_15.6_LCM_parameter_19048.htmlis the IPS screen that they use on the machines. I've heard from users with the machine that they experience no ghosting or anything, but I've never used it myself. Any more help you need, contact a reseller or a rebrander and ask them for information. They want to help you, trust me.

It's also a throttling piece of crap. Avoid.

I have finally moved to a desktop. Also my guides are outdated as hell.
