Bitdefender sucks, don't use it. can't detect a 8 year old zeus bin. Use Anti Malwarebytes.

Installer might be in Romanian because it detected a Romanian Windows license. Where did you get your license from?

 

Or did you download the wrong installer while using proxy/vpn?

If anything i'd expect arabic. I don't use a vpn.
