Go into PC Settings (or just use win + s) and go to OneDrive, Sync Settings. (This is in the Metro settings, not sure of in the normal one)

There is an option in there to Appearance sync which should do what you want.

Alright thanks, I'll check and see if it worked when I get home.

This did not work, I have the appearance bar set to off but it is still changing my wallpapers when I go from computer to computer.

Sorry, that my bad.

I've checked my surface and its Desktop Personalization I have turned off. Little counter productive as it doesn't mention background in the description.

I've got both turned off and my PCs Wallpapers are independent to my Surfaces.

Thank you sir. This was driving my crazy because my desktop has 4 monitors so it would try to share it with my laptop that has one and the laptop wallpaper would be all over the place.
