Do all the motherboards have to be overclocked?

Have? No motherboars HAVE To be overclocked. Only Zxx chipset can overclock. The Formula overclocks REALLY good, thats why its a rog board. But you dont have to oc on it.

So it'll work by default settings? Because it says DDR3 1866 (O.C) on the website and I am assuming it stands for OverClocked. So I'm not sure if it means the board or the RAM

It means you CAN oc the ram to 1866mhz. It will work with default settings

RAM. Any RAM speed above 1600 (on DDR3) is considered overclocked (XMP Profile).

The Formula does not "overclock REALLY good" from the launch of Haswell even low end Z8/97 boards can overclock to the same speed.

I checked out the ASUS Maximum VII Formula and it's WAAAAY too expensive.

Really good meaning the power phases and other vrm stuff. I actually have a asus z97 (deluxe I think) overclocking sheet that I did with a 4790k. I was able to get 4.7 with less voltage on the formula.

Well... definitely cheaper than the Formula. Still many will argue that these are too expensive as well.

 

Basically you can't do much wrong with pretty much any Z97 board from ASUS, Gigabyte, MSI or Asrock. Choose one that has the features you like, the looks you like and the price you can afford and are willing to pay. Done. There is nothing more about it any more (used to be different in the past).

No. Your motherboard should not have any measurable effect on performance whatsoever (at least on Intel Haswell based systems).

Most people refer to the i7 as Haswell but mine is called a Devil's Canyon, whatever that means.

 

The whole generation is code-named Haswell by Intel. Intel updated this generation (I think because Broadwell was delayed) with what people usually call "Haswell Refresh" processors. Of which both, the top i5 (4690K) and top i7(4790K) model for socket 1150, were given yet another name: Devils Canyon. Why the devil (terrible pun, I know) they did that... I don't know. But despite its name, it's still Haswell architecture (and die size), they only changed the TIM and added like to capacitors (? - can't bother to memorize it), but the chip itself is still as Haswell as can be.
