Service Host: Local System (Network Restricted)

This started happening recently and I don't know why. I've spent a few hours searching how to fix this and nothing. I get a few processes that weren't there before. It uses a stupid amount of CPU and memory. I also can't download any windows updates or anything that downloads via Windows Features.

I can't fix this for the life of me. I'm running Windows 8.1.

Nothing changes.

I did a system restore and they're all still there.

I'm going to assume all this is normal then? Even though it's using a stupid amount of memory? svchost is using over 500,000 KB of memory. This is ridiculous.
