My MSI Lighning R9 290x jumps from a memory clock of 150 to 1470 when idle. Is this normal?

If is or is not... Is there a way I can make the memory clock stay at 1470 at all times?

When the card is at idle, not doing anything that requires performance it lowers the clock speed. So it's normal

Well nvm. Is there a way I can pin my meory clock. Because with temps under 60 it sitll goes down to 150 and my fps DROPS

if it during games then it is problem and not normal.
