PCI-E 8x graphic card

my parent have an oldish desktop that doesnt have integrated on the cpu and it neds a gpu and the gpu in it now is really terrible does anyone know of a decent graphics card with an 8x connecton thats really cheap for about like $60-$70 its not for gaming just so it doesnt completely suck

My Cheap But Good Rig: I7-3770s, Intel Motherboard (actually made by intel), 16gb DDR3, Nvidia Gtx 1070, 250gb Samsung 850 EVO SSD, 750gb HDD, Evga 500 BR power supply
