I know that the Nvidia shield exist and that Razer is making a peripheral that allows for game streaming on a home network.

 

Are there a cost effective device (~$150) out there that would allow me to do such a thing and allow me to use my existing peripherals (besides a laptop or a NUC)?

If you have a tablet or phone, you can use Splashtop.  It works, but at a lower resolution.

A cheap second-hand desktop, Core 2 Duo or AMD equivalent (?), plus a low-end GPU with a hardware H.264 decoder.

I have splashtop, but never used it. Is it laggy when playing games?

Assuming it had some ponies under the hood, its a possibility.

If you're willing to live with something the size of two stacked Blu-Ray players that you could put below the TV or somewhere around it, there are some SFF PC's with Core 2 Duo's that take low-profile GPUs. As long as it has Gigabit ethernet and a PCIe x16 slot, something as low as a GT 210 can be added in and there's your streaming PC.

it's playable.  if you use the recommended settings, it's hardly noticeable.  i wouldn't exactly play a multiplayer FPS or something while using splashtop though.
