im hoping this will play all titles at 1080p at 60 fps or higher

1080p? This rig is way overkill if you're only trying to get 60fps at 1920x1080

alrighty and i wanna stick with liquid cooling i can afford it.

It's not any better performance wise. The only reason to do it is for aesthetic reasons. Now, if you want it because you don't like seeing a huge chunk of metal, then I'd get a Corsair H105 as it's much cheaper with very similar performance.

Theres really no reason to spend an extra $30 on a WD black over a Barracuda/Caviar Blue. Theres also no reason to spend an extra $40~ on an 840 Evo as, again, you won't notice any speed differences.

 

And a 980 is WAYY overkill for 1080p.

but its better to go with one powerful gpu rather than do sli cuz sli doesnt always help in games and some games dont even support it

Any game that you're going to be playing at 1440p that would hold back a single 970 will support SLI. Plus SLI 970s is FAR faster than a single 980, and seeing as you're not likely to go 1440p anytime soon, you can start off with a single 970 and buy a second one down the road when you get a 1440p monitor -- by which time a single 980 probably won't be fast enough for 1440p gaming and 970s will have dropped in price. Effectively making SLI 970s FAR more powerful than a single 980 for a similar price.

ive always been told its a rule of thumb to go with a higher tier card rather than two lesser cards in sli.

Usually, but not always. A couple things to keep in mind, the second tier card usually has a LOT less cuda cores/stream process and less VRAM. The 970 vs. 980, however, isn't as big of a difference due to having the same 4gb of VRAM as well as being the same physical chip (just the 980 has more cuda cores). Something else to consider is that usually SLI/XFIRE requires a pretty beefy psu, but the 900 series is very efficient and SLI 970s can actually run just fine on a 650w psu (with plenty of room to spare).

If you're only gaming on one monitor then it really doesn't matter what you're doing on the others. And if you're gaming on more than one monitor (or at a higher resolution), then the cpu starts to have less and less of an impact on gaming performance.
