i have i5 3450, how to unpark it and can it improve performance in gaming?

Nope, will only use a bit more power when idling.

This feature was originally meant to save battery on laptops.

Will not hurt anything. Win 8 does this automatically. Win 7 and an I7, big core AMD's is where it usually fixes a problem.

 

Really easy to see if it is a problem. Have task manager up during a game that is multi threaded. Look at the threads/cores. If some are idle? It is a problem. My 4770k had 3 threads asleep on a brand new install of 7 on Planetside 2.  People had same problem with BF4. Synthetic tests? Cores/threads worked fine.

 

I5? Shouldn't be happening, but it won't hurt anything at all. Max temps won't change. Max draw won't change. If you have an I7/big core AMD you simply should unpark your cores on 7.
