You need at least 5Mbit UPLOAD to stream 3500Kbps(Video) and 128Kbps(Audio), and that is the bare minimum.  Add in latency, packet loss and you will start to drop frames.  

 

If you have potato internet you will have to drop your video Kbps which will degrade quality.  It all depends on what kind of games you are going to stream.

 

MMOs with a lot of action and camera movement need more bitrate to maintain quality.  FPS you don't have nearly as much wild camera movement so you can get away with a bit less.

 

MOBAs and Hearthstone for example you can drop your Kbps quite a bit lower

All of the above though, while easier on your FPS, look very inferior to x264 AKA they look like crap

 

They are all GPU encoding methods designed to improve the speed of encoding but the cost is quality.  At 3500Kbps (Twitch's maximum bitrate for video), any high motion game you play will and does look terrible.

 

I can stream Planetside 2 on Ultra (Monitor Resolution 2560x1440), stream Resolution 720p@60 x264 3500Kbps, with my 2500k@4.6GHz without much issue and PS2 is a very cpu heavy game.  1080p is out of the question @60fps on most games, I can do 30 though

Thanks for the information and the I5 4460 have quicksync. I can even use my GTX 970 for the codec Nvidea nvenc.

 

I can't choose between GTX 970 and R9 290 because the price :/

I think you'll be fine hw wise. The internet connection will be more deciding factor on resolution and quality of stream. But if you only aim for 720p, you could get away with slow up, like the 5Mbs mentioned before. (Anything below 50Mbs up is slow, mine is 100Mbs ;)) As for settings, remember that unless you are Twitch partner, your viewers can't select quality. Which means there is no reason to set bitrate to such high numbers as over 3k. For 720p 2-2.5k is enough to get good, viewable quality.

I own the 290x, but ATM I'd recommend the 970.

They are about the same performance wise, but the 970 uses waaay less power and doesn't heat up as much.

even if you can't stream at 69 FPS twitch its self don't not allow you too sure,a in true 60 FPS unless your partners or on the top 200 streamer list and you can only stream in 60 fps while you in the top 200

WOW. I didn't know they dropped the price that much. Then the 290 might be a better option. The 970 is a bitmore powerful and has 100% Directx 12 support (290 probably as well, but not confirmed 100% support), but it won't make that much of a difference.

If you don't have to change the PSU for a 970, go for a 970. If you need to change the PSU anyway, I'd personally go for the 290.

Now the PC specs are good, very good. The only thing I would suggest you is getting another 8 stick of Ram(just for the multitalking that streaming implies). Now the thing in streaming is really your internet download and upload that is the thing I would recommend 20mbps or up

Anything above 40fps while Streaming will look fine and is much easier on your CPU than 60fps, 30fps looks like poop though.  

 

You aren't just limited to Kbps and FPS either when it comes to stream quality as well.  There are ways to improve quality beyond those 2 settings but the cost is more CPU usage.  

 

x264 uses CPU Presets to change values of multiple encoding settings, default for OBS is the Very Fast Preset.  Setting it to Faster or Fast will increase quality at the cost of higher CPU usage.  During high motion scenes or when a lot of effects are happening, Very Fast preset can cause stream quality to fall apart in a lot of areas.  Text becomes unreadable, transparencies become compression artifacts, blocky image all around

 

Faster or fast preset help alleviate these issues but they are HARD on your system, luckily there is the option to use Custom x264 settings(Most people don't know about them).  This allows you to use the Very Fast Preset but set up the encoder to use "some" of the faster and fast values to improve quality, your CPU usage will still go up but not nearly as much as setting the just the preset.

 

This VOD was recorded with Custom x264 settings that I'm testing out http://www.twitch.tv/vancitygames/b/610500194   ...first half is muted (THANKS TWITCH!) but you'll see the quality stays pretty much constant, especially with text, explosions and fog during movement
