computer is freezing like 15 seconds

i unmount the computer from the case because it was giving me electric shocks before that it was freezing for 10 to 15 sec and start working good i remove the 2 ram stick and test with each of them and still the same thing i mount the computer with out the case and keep the same i dont know if is the ssd mobo or cpu that is causing this any hel the parts are new so i can change them sorry for my english
