Cut out the shape of the guy and then pull the opacity down.

lower the opacity of the layer you want to look ghostly

Use the Lasso tool, run it around the guy, then after its selected. Copy N paste him somewhere else on the image, on the right side, whatever layer the "person" uses, right click>blending options> Opacity > Pull it down till you like it.
