Click on Window at the top of the Window. There should be an option to display the Layers tab.

I'm noob in Photoshop i want to make for my youtube, channel art.

-Is it possible to cut out images form photo with PhotoShop CS5? (I know its with Gimp but there is problem look if you want http://linustechtips.com/main/topic/286427-gimp-error-helppp/ )

You can  of course cut out parts of an image. You cant edit this text because its just a simple jpg. If it would be a .psd file you could. You have to edit stuff above these marked areas in a new layer. (Ton of tutorials on youtube on how to make a channel banner so just take a shot with one of them!)
