So I am helping a family member build a computer, they have purchased everything new except for one of the drives (we now have both an old HDD and a new SSD with windows on each) and the 1333 MHz RAM. When I turn on the PC it powers up and I can get to BIOS fine when I only have 2 of the 4 RAM sticks in. But when I go to load windows I either get a blue screen, nothing, or the computer restarts. Also when I put in the other 2 RAM sticks the computer will start to turn on, shut down for 3 seconds, and then just continue on this cycle. Any ideas?

If the RAM is suspected then you should download and run Memtest86.

Try starting minimal setup without any gpu additional hdd. Just one stick of ram and ssd. Stress test each ram by itself. If all of them pass start combining them. Maybe the sticks don't work together...
