The highest available framerate in ShadowPlay is currently 60 FPS, I'm not sure about OBS.

My Current Build: 

Intel i5 3570K @ 4.4GHz 1.11V, Cooler Master Hyper 212 EVO, Asrock Z77 Extreme4, Corsair Vengeance 8GB 1600MHz, Samsung 840 EVO 250GB, Asus GTX 760 DCII Overclocked, Corsair CX600M

It's not like you can even play that back.

Maybe he wants to slow down the footage??

There is no need to record at that high fps in csgo when you can use demos and play them back at a quarter speed. Besides recording at 120fps would require a VERY fast hard drive. And recording to SSD will just waste write cycles.

 

Anyways, OBS can do it if you unlock the 60fps cap in the settings.

How do I unlock the fps cap? and I try downloading my matches all the time but they're always corrupt.

It should be in the OBS Advanced Settings.

There is a setting in "Advanced Settings" that allows you to record at up to 120 FPS. I just downloaded OBS and tried it for myself, it is there.

My Current Build:
