Bottleneck?

Ah i see, im a bit confused since people tell me otherwise

Aye the 860k is a bit weaker than I originally thought. 

It might will bottleneck the R9 290 in some quite a few games at 1080p with that overclock, though I'm not sure as I can hardly find information and I'm relying on synthetics. 

Probably not, and it's definitely a significant upgrade.

 

What's the highest graphics i can go?

With your overclock, I would guess a 290 at 1080p and 980 or higher at 1440p but honestly I'm not sure (resolution goes up, bottlenecks go down).

You might need to oc it but you should be fine, and that will be a significant bump up

an 860K won't hold back a 280 in the slightest at those clocks. Except for a couple cry engine & Frostbite engine games that seem hellbent on ignoring shader instancing, and demanding a lot more draw calls - you should be good.
